Kurumsal Kalite ve İnsani Gelişme İlişkisi: OECD Üyesi Ülkeler Üzerine Bir Panel Nedensellik Analizi

Özet

Kurumsal kalite ve insani gelişme, ekonomik ve sosyal kalkınmanın sürdürülebilirliği açısından birbirini tamamlayan iki temel unsurdur. Kurumların etkinliği, hesap verebilirliği ve şeffaflığı ekonomik performansı, yatırım ortamını ve toplumsal refahı doğrudan etkilerken; insani gelişme, bireylerin eğitim, sağlık ve yaşam standartlarındaki ilerlemeler yoluyla kalkınmanın insana yönelik boyutunu yansıtmaktadır. Ancak, bu iki değişken arasındaki ilişki literatürde sınırlı sayıda çalışmada incelenmiş, aralarındaki nedensellik bağını ortaya koyan kapsamlı bir araştırmaya ise rastlanmamıştır. Bu çalışma, 2000-2021 döneminde söz konusu değişkenler arasında nedensel bir ilişkinin var olup olmadığını ortaya koyarak literatüre katkı sağlamayı amaçlamaktadır. Araştırmanın örneklemini 35 OECD üyesi ülke oluşturmaktadır. Kullanılan veriler, Human Development Index (İnsani Gelişme Endeksi) ve Worldwide Governance Indicators veri setlerinden elde edilmiştir. Uygun nedensellik testinin belirlenebilmesi amacıyla serilerde homojenlik, yatay kesit bağımlılık ve durağanlık analizleri yapılmış; elde edilen sonuçlara göre Juodis, Karavias ve Sarafidis (2021) tarafından geliştirilen Panel Granger Nedensellik Testi uygulanmıştır. Analiz sonuçları, kurumsal kalite ile insani gelişme arasında çift yönlü bir nedensellik ilişkisi bulunduğunu göstermektedir. Bu bulgu, güçlü kurumsal yapıların insani gelişmeyi desteklediğini, yüksek insani gelişmişlik düzeyinin ise kapsayıcı, etkin ve adaletli kurumların oluşumunu teşvik ederek kurumsal kaliteyi güçlendirdiğini ortaya koymaktadır.
