EMPLOYEES’ PERCEPTION TO NEW PERFORMANCE EVALUATION SYSTEM TO BE APPLIED IN PUBLIC INSTITUTION: THE CASE OF KARABÜK GOVERNORSHIP

Enterprises should constantly evaluate and improve to personnel performance to survive and gain a competitive advantage. Performance evaluation systems applied with focus on profit in the private sector. In the same way, public sector can also apply to performance evaluation systems for increasing efficiency and service quality.
After supervisor's evaluation system, which was abolished with the law numbered 6111, a new performance evaluation system was prepared by the State Personnel Directorate and preliminary studies started. This new performance evaluation system is similar to the 360-degree performance evaluation system. For this reason, perception of public personnel who are accustomed to superior's valuation system for many years will affect to success of system. Before the performance evaluation system is implemented, determining expectations of staff can be a guide for public administrators. For this purpose, point of view of the performance evaluation system was investigated through the perceptions of Karabük Governorate personnel.
According to results of the research, public employees' perceptions of new performance appraisal system are positive but It has been determined that they have hesitations about impartially implement and fair allocation of task and workload.
