Abstract

The concept called public policy or policy essentially refers to the approach of the state or actors using public power against a problem or issue. Public policy, including governments not doing anything about the problem or issue, is shaped by politics, bureaucracy and the maximization of society's interests. The aim of the study is to analyze Turkey's public-private sector cooperation policy after a systematic examination of the concept of public policy. Based on this purpose, first of all, what exactly the concept of public policy, which has just begun to be researched in Turkey, means. Then, the public policy process, actors and public policy analysis, which are the components of the concept, were examined and Turkey's public-private sector cooperation policy was started. Based on this purpose, the concept was briefly explained, the types shaped around the legal structure were examined, the official and new actors that played a role in the shaping of the policy were discussed, and the policy making process was explained and suggestions were presented for the improvement of the process with the data obtained at the end of the policy analysis method. In the conclusion and discussion section, a general summary is made and the suggestions are detailed.
