Electric Vehicle Charging Station Site Selection from a Municipal Information Systems Perspective: A Fuzzy AHP-TOPSIS Based DSS Model

Purpose: This study presents an integrated multi-criteria decision model to identify the most suitable locations for electric vehicle charging station (EVCS) installation in Bodrum district of Muğla Province. Method: Five main criteria, namely accessibility, demand, technical/infrastructure, environmental, and economic, were weighted using Buckley's (1985) Fuzzy AHP method. The consistency of the pairwise comparison matrix was tested and λmax = 5.337, CI = 0.084 and CR = 0.075 were calculated (CR < 0.10, acceptable). Five candidate locations (Bodrum Centre, Yalıkavak, Gümbet, Turgutreis and Güvercinlik) were then ranked using Fuzzy TOPSIS. Findings: Criterion weights are concentrated in the accessibility (ω = 0.479) and demand (ω = 0.223) dimensions. Bodrum Centre (CC = 0.779) ranked first, Gümbet (CC = 0.726) second and Yalıkavak (CC = 0.601) third. Original Contribution: The study develops a decision framework specific to coastal tourism destinations by incorporating seasonal demand fluctuations and coastal conservation constraints into the criterion structure. The proposed model is positioned as a Decision Support System (DSS) prototype integrated with Simon's (1960) decision stages theory and contributes to both the Multi-Criteria Decision Making (MCDM) and management information systems (MIS) literature. Pending further validation (see Limitations), the findings are translated into practice-oriented outputs for municipalities, investors and policymakers.
