Türkiye’de Feldstein-Horioka Hipotezi: Kantil-Kantil Regresyon Yaklaşımından Kanıtlar

Bu çalışma, Feldstein ve Horioka’nın (1980) yatırım-tasarruf yaklaşımı çerçevesinde Türkiye’de yatırım ve tasarruf oranları arasındaki ilişkiyi 1960-2024 dönemi için incelemektedir. Tasarruf-yatırım ilişkisinin farklı rejimlerde aynı biçimde işleyip işlemediğini araştırmak amacıyla Sim ve Zhou (2015) tarafından geliştirilen kantil-kantil regresyon yaklaşımı kullanılmaktadır. Elde edilen bulgular, ilişkinin yatırım ve tasarruf dağılımlarının farklı bölgelerine bağlı olarak değiştiğini göstermektedir. En güçlü pozitif katsayılar orta-tasarruf ve orta-yüksek yatırım kantillerinde yoğunlaşırken, düşük yatırım kantilleri ile yüksek tasarruf kantillerinde katsayılar küçülmekte ya da işaretleri negatife dönüşmektedir. Bu görünüm, Feldstein-Horioka hipotezinin Türkiye’de özellikle orta tasarruf ve orta-yüksek yatırım kantillerinde desteklense bile düşük yatırım ve yüksek tasarruf kantillerinde geçerliliğini kaybettiğini göstermektedir. Dolayısıyla tasarruf oranındaki artış yatırım oranını dağılımın tümünde aynı yönde etkilememektedir. Bu çerçevede yatırım-tasarruf ilişkisinin tek ortalama katsayı ile değerlendirilmesi, ilişkinin dağılım boyunca sergilediği yapının tamamını yansıtamamaktadır. Bu bulgu FH hipotezi açısından değerlendirildiğinde ise Türkiye’de ne tam anlamıyla güçlü bir tasarruf-yatırım bağı ne de tamamen kopuk bir ilişki söz konusudur. Bunun yerine, tasarrufların yatırımlar üzerindeki etkisinin ekonomik rejime göre yeniden tanımlandığı çok katmanlı bir ilişki mevcuttur. Çalışmanın temel katkısı da buradadır: yatırım-tasarruf ilişkisini, ilişkinin hangi bölgelerde güçlendiğini, hangi bölgelerde zayıfladığını ve hangi bölgelerde yön değiştirdiğini belirlemek suretiyle Türkiye’nin tasarruflara bağlı yatırım desenini dağılım temelli bir perspektiften görünür hale getirmektedir.
