Mali Yerelleşme ve Yolsuzluk Algısı İlişkisi: Harcama, Gelir ve Vergi Yerelleşmesinin Karşılaştırmalı Analizi

Mali yerelleşme, kamu hizmetlerinin etkinliğini artırmak ve yerel ihtiyaçların daha doğru belirlenmesini sağlamak amacıyla mali yetki ve sorumlulukların merkezi yönetim ile yerel yönetimler arasında paylaşılmasını ifade etmektedir. Mali yerelleşme; harcama, gelir ve vergi yerelleşmesi olmak üzere üç temel boyuttan oluşmaktadır. Yolsuzluk ise kamu gücünün özel çıkarlar doğrultusunda kötüye kullanılması olarak tanımlanmakta olup yalnızca merkezi yönetim düzeyinde değil, yerel yönetimlerde de önemli bir kamu yönetimi sorunu olarak ortaya çıkabilmektedir. Bu çalışma, mali yerelleşmenin farklı boyutlarının yolsuzluk üzerindeki etkisini ampirik olarak incelemeyi amaçlamaktadır. Bu kapsamda, 2009–2020 dönemini kapsayan ve orta ile yüksek gelir grubunda yer alan 43 ülkeye ait dengeli panel veri seti kullanılmıştır. Analiz sonuçları, mali yerelleşmenin harcama, gelir ve vergi boyutlarının tamamının yolsuzluk düzeyi ile istatistiksel olarak anlamlı ilişkilere sahip olduğunu göstermektedir. Ayrıca hukukun üstünlüğü değişkeni kontrol edildiğinde de mali yerelleşme göstergelerinin yolsuzluk üzerindeki etkisinin anlamlılığını koruduğu belirlenmiştir. Bulgular, mali yerelleşmenin farklı boyutlarının ayrı ayrı değerlendirilmesinin mali yerelleşme-yolsuzluk ilişkisinin daha kapsamlı biçimde anlaşılmasına katkı sağladığını ortaya koymaktadır. Politika açısından ise mali yerelleşmenin beklenen olumlu sonuçları doğurabilmesi için hukukun üstünlüğünü, hesap verebilirliği, şeffaflığı ve etkin denetim mekanizmalarını destekleyen kurumsal düzenlemelerin büyük önem taşıdığı değerlendirilmektedir.
