Türkiye'de İller Arası Gelir Yakınsaması: Bölgesel Sabit Etkiler ve Mekânsal Yayılmalar

Bu çalışma, 2004-2019 döneminde Türkiye'de il düzeyinde gelir yakınsamasını mekânsal ve yapısal faktörleri dikkate alarak incelemektedir. Araştırmanın amacı, düşük gelirli illerin yüksek gelirli illere göre daha hızlı büyüyüp büyümediğini incelemek ve bölgesel heterojenlik ile mekânsal etkilerin bu süreci nasıl etkilediğini belirlemektir. Bu doğrultuda, Solow'un neoklasik büyüme modeli çerçevesinde β-yakınsama yaklaşımı kullanılmıştır. Mutlak yakınsama, koşullu yakınsama ve kulüp etkilerini belirlemek için bölgesel sabit etkileri içeren modeller tahmin edilmiştir. Bulguların sağlamlığını değerlendirmek amacıyla Mekânsal Durbin Modeli (SDM) de tahmin edilmiştir. Sonuçlar, ilgili dönemde iller arasında istatistiksel olarak anlamlı bir yakınsama sürecinin mevcut olduğunu ve bu yakınsamanın yıllık %1.32 ile %1.96 arasında değiştiğini göstermektedir. Ayrıca, beşerî sermayenin yakınsama sürecini olumlu yönde etkilediği de tespit edilmiştir. Mekânsal etkilerin dikkate alındığı model, komşu bölgelerin özelliklerinin ilin büyümesi üzerinde etkili olduğunu göstermektedir. Ancak, mekânsal yayılma etkilerinin büyüme dinamiklerinde belirleyici rol oynamadığı ve bölgesel sabit etkilerin mekânsal heterojenliği büyük ölçüde yansıttığı sonucuna varılmıştır. Sonuç olarak, Türkiye'de il düzeyinde yavaş bir yakınsama sürecinin yaşandığı; büyüme dinamiklerinin güçlü mekânsal yayılmalardan ziyade beşerî sermaye ve bölge temelli yapısal heterojenlikle şekillendiği görülmektedir. Bölgesel politikaların tasarımında bu farklılıkların dikkate alınması önem arz etmektedir.
