Ege’de Stratejik Yeniden Kalibrasyon ve Hiyerarşi: Bölgesel Deniz İhtilaflarının Güç Geçişi Analizi

Bu makale, Ege Denizi’ndeki deniz yetki alanları uyuşmazlıklarını yalnızca teknik bir deniz sınırlandırma sorunu olarak değil, bölgesel hiyerarşiye ilişkin yapısal bir mücadele olarak yeniden kavramsallaştırmaktadır. Güç Geçişi Teorisi ve Çoklu Hiyerarşi Modeli çerçevesinde çalışma, Türkiye ile Yunanistan arasındaki değişen maddi güç dengesinin Ege bölgesel alt sistemindeki deniz yetki alanlarına ilişkin hukuki yorumları nasıl yeniden şekillendirdiğini incelemektedir. Çalışma, tarafların hukuki pozisyonlarının daha geniş stratejik hedeflere dayandığını ileri sürmektedir. Yunanistan mevcut deniz düzenini korumak amacıyla Birleşmiş Milletler Deniz Hukuku Sözleşmesi’nin (BMDHS/UNCLOS) normatif çerçevesine dayanırken, Türkiye artan deniz gücü kapasitesi ve bölgesel etkisini yansıtacak bir yeniden kalibrasyon arayışındadır. Nitel ve teori temelli bir örnek olay tasarımını benimseyen analiz, ekolojik yanılgıyı önlemek amacıyla toplam savunma harcamalarını deniz kuvvetlerine özgü göstergelere ayrıştırmaktadır. Bulgular, Ege’deki süregelen çıkmazın hukuki belirsizlik veya diplomatik başarısızlıktan ziyade, devam eden bölgesel güç geçişi sürecinin sürdürdüğü yönetilen bir dengeyi yansıttığını göstermektedir. Çoklu Hiyerarşi Modeli’nin Ege örneğine sistematik biçimde uygulanması ve güç geçişinin deniz gücüne özgü kapasite göstergeleri üzerinden operasyonelleştirilmesiyle çalışma, hukuki normlar, maddi kapasite ve bölgesel istikrar arasındaki etkileşimi açıklayan özgün bir analitik çerçeve sunmaktadır.
