Abstract


This passage discusses the need for renewal and updating in Turkish public administration, highlighting the historical context of administrative reforms in the Ottoman Empire and the Republic period. It emphasizes the impact of economic crises, legal deficiencies, and the EU harmonization process on the effectiveness of administrative reforms. The text notes that the repetitive nature of reforms and a lack of a reform strategy have hindered the Turkish public administration's ability to meet changing demands. The most significant reform mentioned is the transition from the Parliamentary System to the Presidential Government System as a response to the challenges faced by the administrative system. This involved a systemic shift from the Parliamentary System to the Presidential Government System, reorganizing the administrative landscape to enhance dynamism, effectiveness, and efficiency in state organization.
