Abstract

Cities are living and residential units with a dynamic structure. Due to this dynamic structure, they have been in constant change since the day they existed. Developments regarding these changing structures of cities and urban settlements have changed over time.The conditions in Türkiye and the world in the period when urban transformation emerged are very different from today's conditions. In the globalizing world, urban transformation attracts the attention of central and local governments as a frequently used planning tool in order for cities to maintain their place in the global system and gain a competitive structure.In many approaches to urban transformation, it is stated that transformation is not only a physical intervention action, but also aims at economic vitality and social integration. Accordingly, urban transformation aims to stop physical collapse, protect the historical texture of the city and ensure its sustainability, maintain economic life and improve the quality of urban life as a whole.Urban transformation has a close relationship with development plans and zoning law. This relationship increases the number of unplanned settlements and creates serious problems both in terms of law and planning. The difficulties experienced in creating new urban areas have led local governments and planners to the option of reintroducing the collapsed/slum areas within the city to the city through planned interventions.In this respect, urban transformation must make urban life livable by taking into account many factors. In this study, the zoning and legal aspects of the transformation were primarily evaluated and other elements were excluded.
