In this study, it is aimed to develop a measurement tool to measure the level of water literacy. Firstly, the researches in the literature are examined and the items are created. Items were delivered to three field specialists, one language specialist and one assessment-evaluation specialist who had studies on scale development, via e-mail and asked to examine these items. The pilot was implemented with 392 students studying in different cities and high schools and volunteering to participate in the survey. As a result of exploratory factor analysis, it was decided that the scale should have three factors. The first factor of the scale was determined to have a reliability coefficient of ""water conservation"" lower dimension .89, the second factor, ""water awareness"" dimension .88, and the third dimension, ""water sensitivity"" dimension .69. In general, it was concluded that the scale has a high reliability with .90 reliability coefficient. As a result of the analyzes, a 5-point Likert-type ""Water Literacy Scale"" was obtained.
