THE APPLICABILITY PROBLEM OF PERFORMANCE MANAGEMENT IN PUBLIC ADMINISTRATION

The notion that private sector and public administration are not different from each other and that the successful practices existing in the private sector can be efficiently implemented also in public administration has enabled the performance management technique to gain importance. It is necessary to plan the performance management technique, which is a reflection of the new Public Management approach and experienced with great enthusiasm in its recent implementation, to develop performance-related criteria and to make measurements related to it by assessing negative deviations, if any, after evaluating performance at the last stage. Implementation of this technique in public administration, which is very difficult to apply, has been carried out for a short time in parallel with strategic management in the Turkish public administration. However, it is difficult to apply this technique in public administration as stated in theory; identifying, measuring, and evaluating performance criteria needs a long and challenging process. From the financial point of view and individual performance evaluation, legal arrangements are made in the Turkish public administration, but performance management is tried to adapt to the system within more specific areas in the form of projects.
