Abstract

Societies have struggled with many epidemic diseases from past to present. Today, the most recent COVID-19 outbreak occurred in December 31, 2019 in Wuhan Province, China. The World Health Organization has declared COVID-19 as a pandemic due to its being a global epidemic. Economies, especially the health systems of countries, were also negatively affected by this process. Dismissals have emerged in economic shrinkage and have adversely affected employees. Although public employees are not fired, the effects of the pandemic process are very important for employee psychology. This study was conducted to investigate how public employees were individually affected during the COVID-19 pandemic process. The data of the research was obtained from 902 staff of the Istanbul Tax Office Directorate. Descriptive statistics and factor analysis were used to evaluate the data. The result of the reliability analysis of the study is 97,4%. With this study, “attitude scale of public employees’ towards the pandemic” was developed. According to the results of the research, it was determined that the employees were negatively affected by the COVID-19 pandemic process.
