Abstract

Throughout the history of modernization, the concept of civil society had two meaning models: the meaning it acquired within theoretical and political proactive. Although there are many philosophers who made contributions in terms of theory, in modern world, the views of Hegel and Gramsci made the main contribution to the popularity of the concept. The meaning attributed to the concept by Hegel and Gramsci point out that civil society refers to an area that is outside the political society. The meaning of this concept within political practice is referred to as Non-Governmental Organizations (NGO) in the West, and as Voluntary Organizations and Non- Governmental Organizations (NGO) in Turkey. This study aimed to answer the question of whether membership and participation to voluntary organization differs in terms of social gender and class based on the findings of the study. This article is a product of literature review method based on the related literature.
