Abstract

The shanty house amnesties, which began with the practice that legitimized the shanty houses built in capital Ankara before the enactment of Law number 5218 that was enacted in 1948, with many examples appearing in later periods, were discussed for many years. In general, the zoning amnesty laws, included the structures built until a certain period, with prohibition for the later period, but could not produce any solution. Every zoning amnesty law was more comprehensive than the previous one, and caused illegal construction and shanty housing to be considered legitimate in society and encouraged illegal structures.

In this study, it has been tried  to evaluate multidimensionally whether the regulation referred to as ""zoning peace"" can be assessed within the same scope as the previously applied zoning amnesties, how the process worked and its outcome, the problems encountered in the practice and what problems are likely to be encountered in following years, taking into consideration the benefit expected to be achieved.
