Abstract

In semi-presidential systems, the strict separation of powers principle is applied. In countries where stable form of separation of powers is applied, legislative and executive powers are carried out by two separate bodies. The appointment of these institutions  and the termination of their duties take place in different ways. They are expected not to interfere with each other. However, when these principles are fully implemented and there is no relationship-cooperation between these two bodies, it may be the case that the state cannot work. For this reason, there are various channels of interaction within the semi-presidential system. With the constitutional amendment made in 2017 in Turkey it has passed the Presidential System of Government.This system is compared to the system of multiple states and comparisons are made. One of these states is France. Although the system of both countries is not exactly the same, it is observed that it has similar aspects. With the Constitutional amendment made in 1962, France passed to the semi-presidential system. The aim of the study is a comparative consideration of the interaction between Turkey and France in the executive and legislative channels.
