OSMANLI DÖNEMİNDE SOSYAL HİZMET FAALİYETLERİ YAPAN BAZI KURULUŞLAR

Sosyal hizmet dezavantajlı bireylerin ihtiyaçlarını gidermek, ortaya çıkan sorunları çözmek ve toplum refahını sağlamak amacıyla düzenlenen uygulamaları kapsayan bir alandır. İnsanın yaşam kalitesini artırmaya yönelik bir meslektir. Genel perspektifi insanlara yardım etmektir. Geçmişten günümüze ihtiyaç sahibi kişilere insancıl ortamlar sunarak yaşamlarının kolaylaştırılması amacını taşımaktadır. Sosyal hizmet faaliyetleri ile bireyden hareketle toplumun refahı hedeflenmektedir. Türk Tarihinde de sosyal hizmet kapsamında değerlendirilebilecek pek çok uygulama yürütülmüştür.  Araştırmamızda Osmanlı Devleti’nin yürütmüş olduğu sosyal hizmet uygulamalarına değinilmiştir.

Osmanlı döneminde sosyal hizmet çerçevesinde her türlü ihtiyaç sahibi insanın sorunlarını çözmek adına pek çok uygulama yürütülmüştür. Zor durumda olan insanların iyi hissetmesini sağlayacak gerekli kaynaklar sunulmuştur. Bu bağlamda çalışmamızda Osmanlı Devleti sosyal hizmet faaliyetleri ve bu amaçla kurulan müesseselere yer verilmiştir. Bu müesseselerden dezavantajlı bireyler olarak değerlendirilen kimsesiz çocuklar için kurulan, Osmanlı Döneminde önemli bir yere sahip olan Darüleytam kurumları incelenmiştir.

INSTITUTIONS RELATED TO SOCIAL WORK ACTIVITIES IN THE OTTOMAN PERIOD

Social work is a field that includes practices that are designed to meet the needs of disadvantaged individuals, solve problems that arise and provide community well-being. It is a profession for increasing the quality of life of human. The general perspective is to help people. The past is aimed at making life easier by presenting humane environments to the people who need day to day necessities. Social welfare is aimed at the individual by acting with social service activities. In the Turkish history, many applications that can be evaluated within the scope of social services have been carried out. In our research, social service practices that were carried out by the Ottoman State were mentioned.

In the Ottoman period, many applications have been carried out in order to solve the problems of people who have all kinds of needs in social services. It has provided the necessary resources to make people in difficult situations feel better. In this context, we have included Ottoman State social service activities and foundations. Darüleytam institutions which were established for orphaned children who entered the frame of disadvantaged individuals and who have an important place in the Ottoman period were evaluated.
