YAPAY ZEKA’NIN ULUSLARARASI İLİŞKİLER ALANINDA YARATTIĞI DEĞİŞİMLER

Yapay zeka sistemlerinin uluslararası ilişkilerdeki yeri, otonom silah sistemleri, otomobiller veya robotlar gibi 21. Yüzyılın getirdiği yeni bir teknolojik araç olmaktan çok daha ötedir. Günümüzde insan dışı bir aktör olarak çeşitli süreçlere hızla entegre olmaya başlayan bu sistemler, karar alma mekanizmalarını köklü biçimde etkilemekte ve hatta insanların yerine geçmektedir. Yakın gelecekte yapay zeka sistemlerinin karar alma ve politika süreçlerinde üstleneceği rollere ilişkin ön görülere güncel örneklerle yer verilen bu çalışmada, sosyal bilimler perspektifinden söz konusu sistemlerin aralarındaki farklara, sınırlarına ve kapasitelerine değinilmektedir. Ayrıca insan zekasından farklı işleyen düşünce süreçlerine sahip sistemlerin beraberinde getirdiği problemler ele alınarak, uluslararası ilişkilere güncel ve muhtemel etkileri vurgulanmıştır.

THE CHANGES CREATED BY ARTIFICIAL INTELLIGENCE IN INTERNATIONAL RELATIONS

Artificial intelligence has much more importance beyond just being another technological tool of the 21st century, such as autonomous weapons systems, automobiles, or robots in international relations. These systems, which are being integrated into various mechanisms swiftly, affect decision-making processes radically and even replacing humans as non-human actors. This paper gives contemporary examples of these systems’ potential roles in decision-making and policy mechanisms in the near future and argues their differences, limits, and capabilities from social sciences’ perspective. In addition, these system’s non-human intelligent thought processes are discussed together with drawbacks they bring, emphasizing their current and imminent impacts on international relations.
