TÜRKİYE’DE İLLERİN KÜMELEME ANALİZİ İLE YARATICI SINIF VE EKONOMİK GELİŞMİŞLİK GÖSTERGELERİNE GÖRE SINIFLANDIRILMASI

Beşeri sermayenin ülke coğrafyası üzerindeki dağılımı, bölgesel gelişmişliği etkileyen önemli faktörlerden biridir ve aynı coğrafya içerisinde bazı illerin gelişmede neden başarılı olduğunu bazılarının ise geride kaldığını belirlemektedir. Günümüzde bölge gelişimine ve coğrafi yoğunlaşmaya yönelik yapılan çalışmalarda beşeri sermayenin rolü kadar bu sermaye unsurunun içinde yer alan yaratıcı sınıftan da bahsedilir olmuştur. Yaratıcı kişiliğe, farklılığa ve liyakata değer veren bu yaratıcı sınıf yerleşmek üzere seçtiği bölgede ekonomik büyümeye neden olmaktadır. Bu çalışmada da, Türkiye’de yaratıcı sınıfın hangi illerde yoğunlaştığı ve hangi il gruplarının benzer özellikler gösterdiği araştırılmıştır. Bunun için Türkiye’nin 81 iline ait yaratıcı sınıf düzeyinde gruplandırılmış 2013 yılı SGK istihdam verileri, “Kümeleme Analizi” yöntemi kullanılarak analiz edilmiş, illerin 6’lı kümeye ayrıldığındaki sonuçlar değerlendirilmiştir. İller arasındaki mevcut benzerlikler ve farklılıklar ortaya konularak birbirleri ile hangi benzerlik düzeyinde kümeler oluşturdukları belirlenmeye çalışılmıştır. Çalışmadan elde edilen yaratıcı sınıfın hangi bölge ve illerde kümelendiğine yönelik sonuçlar, bu grubun ülke geneline yayılmasına yönelik işgücü planlamasına ve teşvik politikalarının geliştirilmesine uygun bir veri tabanı üretebilecektir.

CLASSIFICATION OF PROVINCES IN TURKEY BASED ON THE CREATIVE CLASS AND ECONOMIC DEVELOPMENT INDICATORS BY CLUSTER ANALYSIS

The geographical distribution of human capital in the country is one of the important factors affecting the regional development and it shows that why some of the provinces are successful at developing and others are behind in the same geography. Recently, studies on regional development and geographical concentration have been referring to the role of creative class as well as the human capital. The creative class, which values creative personality, diversity and competence, causes economic growth in the region where it has chosen to settle down. In this study, it was investigated which provinces the creative class clustered in Turkey and which province groups showed similar characteristics. To achieve this goal, data on employment in 2013 from SGK grouped at the creative class level of 81 provinces of Turkey were analyzed using the " Clustering Analysis" method and the results were evaluated by testing the data set with 6 clusters. It has been attempted to determine existing similarities and differences between the provinces and the similarity level with each other. The results of this study will produce an appropriate database for labor force planning and incentive policies for the dissemination of creative class throughout the country.
